The purpose of the Act is to contribute to the security of employment and living conditions of workers residing in areas designated as employment promotion areas, specified employment development promotion areas and urgent employment-securing areas by means of special measures to prevent unemployment and to promote re-employment (s. 1). Contains the definitions of such areas and procedures regarding their designation. The Act sets forth the responsibilities of the State, local governments and employers. The prefectures shall formulate an area employment development plan for each employment development promotion (s. 7(1)). The national Government shall give the necessary aid and assistance to an employer who founds an establishment and employs job-seekers in the designated area (ss. 8(1); 12) The State and the Employment Promotion Projects Corporation shall take special measures to implement prompt and effective vocational training, and prefectures shall be encouraged to take similar measures (ss. 10 and 16). The Minister of Labour may request an employer in a specified employment promotion development (SEPD) area who intends to curtail operations, thus causing considerable displacement, to take measures to secure employment, such as providing assistance for re-employment (s. 15). An extended benefit of 90 days' allowance may be paid to a displaced worker aged 40 or over in the SEPD areas who is a qualified recipient of unemployment insurance or a person entitled to a displacement insurance allowance under seamen's insurance (ss. 17 and 18). The Minister of Labour may fix the employment ratio of displaced workers in SEPD areas in the public enterprises operated in the respective area (s. 19(1)). The Act contains similar provisions for urgent employment-securing areas (ss. 22 to 24). It provides for the Ministry of Labour to consult with the Central Employment Security Council. Removes "and areas" from the title of, and omits references to special depressed areas in, the Act respecting special measures for the employment security of workers in specified depressed industrial and areas (LS 1983 - Jap. 1).
