Recognizes the social and humanitarian nature of the problem of refugees and urges States parties to prevent this problem from becoming a cause of tension between States.
Article 1 defines the term "refugee" for the purposes of the Convention.
Chapter II details the juridical status of refugees, including: personal status, right of association and access to courts.
Chapter III recognizes refugees' right to work and outlines conditions of employment.
Chapter IV stresses on the welfare aspects of refugees, including: rationing, housing, public education, public relief and labour legislation and social security.
Article 33 prohibits "refoulment" (return or expulsion) of refugees except in cases of crime ore danger/ threat to security.
