Résumé/Citation: Outlines the purposes of the United Nations (Article 1), which are to: maintain international peace and security; develop friendly relations between nations respecting equal rights and self-determination for peoples and promote international cooperation by solving international economic, social, cultural or humanitarian problems and by encouraging respect for human rights as well as for fundamental freedoms without distinction to race, sex, language or religion.

Establishes the Economic and Social Council (Chapter X), which is responsible for making or initiating studies and reports with respect to international economic, social, cultural, educational, health, and related matters.
