This Act provides for the establishment of the Access Training Scheme, which is intended to promote and assist (financially and otherwise) the provision of courses for the training of unemployed persons and others in vocational and personal skills required for employment or required for more specialised vocational training. It also calls for Regional Employment and Access Councils to be set up. Part III of the Act spells out the functions and powers of Councils. It permits, inter alia, implementation of the Scheme "in a manner that assists or advances persons or groups of a particular race, sex or marital status, if those persons or groups need or may reasonably be supposed to need, assistance or advancement in order to compete for employment on an equal basis with other members of the Community". (s. 22). Amends, inter alia, s. 2(2) of the Labour Department Act 1954 to add references to the Scheme.
