The Agreement was approved in Finland by Ordinance No. 98 of 18 Dec. 1987, instruments were exchanged at Helsinki on 22 Dec. 1987, and it entered into force 1 Feb. 1988, in accordance with Ordinance No. 99 of 5 Feb. 1988.
