Abstract/Citation
Prohibits any form of discrimination against minorities (section 3). Provides for the principle of equality before the law (sections 6 and 9). Contains provisions on the rights of minorities as communities (Chapters 3 and 4) and in particular on the possibility to establish self-governments.
