The purposes of the Act include promoting efficiency in state services, providing for the negotiation of conditions of employment in those services and promoting equal employment opportunities. Part I sets forth the duties, functions and powers of the State Services Commission; Parts II, III and IV address the public service and its executive posts. In Part V, entitled Personnel Provisions, the general principles for ensuring that each department shall be a good employer are set forth (including good and safe working conditions and an equal employment opportunities programme, with specific reference to minorities, women and disabled persons). Part VI governs the application of the Labour Relations Act 1987 (LS 1987 - NZ 1), which, except as otherwise provided, is to apply in relation to the public service; negotiations, compulsory arbitration and agreements not to strike or lock-out are specifically addressed in this Part. Provisions on the same topics regarding the education service appear in Part VII. The State Services Act 1962, the State Services Conditions of Employment Act 1977 and the Health Service Personnel Act 1983 are repealed.
