Applies to all civil and public servants whose salary is determined by the federal budget. Makes provision for the nomination of civil and public servants, the establishment of the Civil Service Council, reporting on the work of civil servants, promotions and wage increases, transfers, rest and leave, duties and prohibited activities, disciplinary measures, and termination of employment.
