Second Region

Regulates the employment of civil servants. Part One sets preliminary definitions. Part Two governs recruitment and appointment. Establishes the requirements for recruitment. Makes explicit the recruitment process. Governs applications for employment, the filling of vacancies and dates of appointment. Part Three establishes the terms and conditions of employment. Governs temporary, permanent and contract terms of employment. Establishes the procedures on conversion to permanent terms of employment. Establishes that all officers are to serve a probationary period of at least six months. Governs the termination of employment during probation, the re-appointment of a dismissed officer, probation on re-appointment and the confirmation of an appointment. Provides for promotion and seniority. Governs seniority for officers of the same grade (the most senior officer being the one with the earliest appointment date). Provides for transfers, the secondment of appointments and acting appointments on promotion. Part Four governs resignations, termination of employment and retirement. Sets resignation procedures. Governs procedures on notification on retirement. Provides for termination on grounds of ill health and for the injury or death of an officer. Part Five concerns duties and hours of work. Establishes that officers may be required to attend to extra duties if so requested by the Permanent Secretary of Head of Department. Sets that officers are not to leave their offices during work hours without the permission of the Permanent Secretary or Head of Department. Governs attendance and procedures in order to obtain permission to leave Antigua and Barbuda. Part Six concerns the conduct of officers. Establishes that no public officer may work on a public board or public committee without the approval of the Public Works Commission. Sets regulations regarding private work. Provides that the private investments of an officer are not to conflict with his or her duties. Regulates the conduct of public officers with the press. Regulates conduct of officers with regard to the publication of official documents, and public meetings, public petitions and with regard to evidence used in court. Sets restrictions on the political activities of public officers. Allows public officers to join trade unions. Prohibits officers from receiving gifts and bribes. Denies public officers access to their personal records. Obliges officers to train junior officers whenever possible. Part Seven concerns salaries and allowances. Governs salaries on appointment and promotion. Provides for the payment of salaries. Sets the conditions under which acting allowances and duty allowances may be granted. Provides for salary increments. Part Eight regulates amenities. This includes the provision of quarters and uniforms,as well as hotel and telephone expenses. Part Nine governs leave. Sets procedures and conditions for vacation, sick, duty, study, maternity and special leave. Provides for leave without pay and establishes the conditions for grant of leave. Part Ten governs passages for those selected from overseas for appointment in the civil service in Antigua and Barbuda. Part Eleven governs retirement benefits. Provides for the computation of pensions and gratuities. Part Twelve establishes procedures on correspondence. Part Thirteen governs training courses. Provides for the grant of training courses, leave and passage for training courses and obligations of officers on study leave. Establishes the conditions by which study leave may be suspended or termninated. Part Fourteen makes general provisions. This includes provisions regarding the loss of private property, the driving of government vehicles, and for the violation of regulations. The Schedule includes form for use with the regulations as well as tables for use in calculating the accumulation of vacation leave.
