Makes amendments relating to the imposition of professional competency requirements for entrepreneurs in the "push and pull navigation sector". This implements Directive 87/540/EEC of the Council of the European Communities of 9 November 1987, which concerns certificates of competency for entrepreneurs in the field of goods transport on inland waters, and the mutual recognition of relevant certificates of competency, diplomas, and other titles (PbEC L322).
