Amends the Social Security Act 1964. The amended provisions regard, inter alia, sickness benefit, disability benefit (assessment of work capacity), and independent youth benefit. A new s. 45 allows the chief executive to require a recipient of invalid's benefit to participate in certain activities, including vocational training, which might improve their chances of finding employment. A new Part 2 provides for a "community wage, " for which unemployed persons who are seeking and are available for work shall be eligible. In order to receive community wage, a recipient must sign a "job seeker contract", which subjects them to a work test.
