Second Region

Heads of state bodies, state enterprises and armed forces units shall be answerable before law for the management of personnel who are sent abroad. Should employees of such bodies voluntarily remain abroad and refuse to return in the prescribed time limit, the responsible bodies shall remove such persons from their payroll and cut their benefits, except in cases of persons who have retired. Communist Party members who remain abroad shall be reported to the relevant Party Committee. If Vietnamese nationals who remain abroad wish to protect their Vietnamese citizenship, they must make a declaration to that effect at a representative office of Vietnam. Students and apprentices who are sent abroad for training at State expense and who remain abroad shall be liable to repay the costs of their training.
