Second Region

Provides for the prohibition of quasi-military organizations and preventive detention of persons who are a threat to the State or essential services; such detentions shall not be subject to judicial review. Also provides for the suppression of subversive publications, the review of appointments of persons to certain public positions, and the closing of schools. Schedule III defines "essential services" for the purposes of the Act.
