Establishes a Human Rights Commission of Sri Lanka with the function of investigating human rights abuses and making recommendations to the Government to ensure the implementation of international treaties in the field of human rights. S. 28 requires that the Commission be notified of any arrest or detention of a person under the Prevention of Terrorism (Temporary Provisions) Act (No. 48 of 1979) or the regulations under the Public Security Ordinance. The Commission may authorise a person to enter any place of detention to make inquiries.
