This decree amends the target groups enumerated in the original Act (Stb. 481, 1994) and includes people who reside in the Netherlands (and their children) and who were born in Turkey, Morocco, Surinam, Netherlands Antilles, Aruba, the former Yugoslavia, other countries in South and Central America, Africa and Asia.
