Abstract/Citation
Unemployed Kuwaiti nationals or citizens of the Arab Gulf States Cooperation Council shall register at the National Employement Development Office. Foreign workers may not be employed if an equally qualified Kuwaiti is capable of filling the position. Foreign workers must be registered.
