Employer is prohibited from hiring a foreign worker without a work permit for which both the employer and the employee must apply with the Minister of social affairs and employment. A permit may, inter alia, be refused if more foreigners are working in an undertaking than is allowed by the permit limit, or if there is a demand in the labour market for the concerned position. Some foreigners (e.g. nationals of EC member States) are exempt from the obligation of having a work permit.
