Sets out the basis for calculating the permitted totals of rebates or allowances for the year 1996/1997 for authorities granting such under Part VIII of the Social Security Administration Act. Also limits the amount by which the housing benefit payments may be increased in the exercise of the discretions provided by the Housing Benefit (General) Regulations 1987.
