| Résumé/Citation: | Amendments to section 3 ("a" GCC citizens exempted from requirement of ministerial authorization for employment of foreigners; "b" employers to bring foreign workers into Kuwait only if they themselves actually need them and employ them); section 11 (regulation of the establishment and operation of authorized employment agencies; probibition of fee-charging with respect to workers recruited), and section 97 (employers acting in breach of the Code to be warned in writing and, failing remedial action within a specified period, fined between 100 and 200 Dinars per worker affected; penalty doubled for recividism). Under a new section 97 bis, violations of section 3(b) are punishable by imprisonment for up to 3 years and/or a fine of up to 5000 Dinars. |
