Section VII: State Control. As amended through 17 December 1997. The Constitution was amended recently in 1994, 1996, and 1997. The 1994 amendment lowered the voting age from 21 to 18 years; the 1996 amendment established the Constitutional Court. The amendments of 1997 concerned the term of the Parliament (Saeima) and provided the Cabinet the power to issue regulations with the force of law in cases of urgency.
