Second Region

Concerns freedom of speech in Parliament. No member of Parliament may be taken to court for anything he says or writes in Parliament in connection with parliamentary proceedings nor may he be arrested for any civil offence while going to, attending or returning from Parliament. Also regulates admission to Parliament, power to order attendance of witnesses, offences relating to attendance before Parliament and exercise of jurisdiction of courts.
