Introduces 59 amending provisions including a change of the definition of a spouse to comprise "de facto spouse" pursuant to certain criteria laid down in the regulations. Amends fees for visas, extends temporary limitations related to persons of certain nationalities and changes the conditions for short and long stay for different categories of persons.
