Inserts a new regulation 23A in Part 5 relating to application of public interest criteria 4007 and 4008 and a new Division 2A in Part 7 concerning combined applications for review. Replaces Regulation 21 on visa and entry permit applications made before 19 December 1989. Made under the Migration Act 1958.
