Establishes a Local Development Training Institute. The objectives of the Institute are to make arrangements for the training needed by persons belonging to local bodies connected with local development activities, to conduct research and to operate programs in order to make training programs operated by training centers more useful. Sets out procedures and functions for the administration of the Institute.
