Résumé/Citation: The purpose of this Act is to protect and improve human environment and ecological environment, and prevent and control pollution and public hazards . Ch. II concerns supervision and management of the environment. Ch. III deals with protection and improvement the environment. Ch. IV provides for and prevention and control of environmental pollution and other public hazards. Units that cause environment pollution and other public hazards shall establish a responsibility system for enviromental protection (Art. 24). Inhabitants must be notified in the event of emergency, and public hazards shall be reported to governments concerned (Art. 31). The production, storage, transportation, sale and use of toxic chemicals and materials containing radioactive substances must be under supervision (Art. 33). Ch. V stipulates legal liability for violation of the Act.
