Second Region

This Constitution is divided into 8 chapters. Chapter I concerns the sovereignty of the State and its fundamental policies; section 5 contains guarantees for Russian and other languages; and section 8 provides for the right to organise political parties, trade unions and other public associations. Chapter II contains guarantees for various fundamental human rights and freedoms, including the right to work, the right to adequate working conditions, the right to equality in economic and social fields, and the right to strike, to social protection, and to education. Chapters III to VII provide for the structure of the State, including courts and judiciary, and concern administrative and territorial units and their governing bodies. Chapter VIII provides for addition to and amendment of the Constitution.
