Introduces as social security benefits a disability living allowance and a disability working allowance; and for connected purposes. Repeals section 37A of the Social Security Act 1975 (mobility allowance) and inserts new sections 37ZA, ZB, ZC, ZD and ZE to provide for a disability living allowance consisting of a care component and a mobility component to be awarded together or separately to eligible mentally or physically disabled persons for life or for a fixed period. Provisions for a disability working allowance are set out in amendments to the Social Security Act 1986 (including new subsections 6A to 6F, new section 27B) and to the 1975 Act. Conditions of eligibility include qualifications for an invalidity pension under sections 15 and 16 of the 1975 Act, for a severe disablement allowance under section 36 thereof, for income support, housing benefit or community charge benefit; or for an attendance allowance under section 35 of the said Act, for a disability living allowance under section 37ZA thereof, etc. Provisions are made for entitlement to other benefits on termination of employment after a period of entitlement to a disability working allowance, entitlement to an invalidity pension on termination of employment after a period of entitlement to a disability working allowance,etc. This Act entered into force on 12 August 1991 in accordance with The Disability Living Allowance and Disability Working Allowance Act 1991 (Commencement No. 1) Order 1991.
