Renews until 31 December 1991 the powers of section 1 of the Employment Subsidies Act 1978, whereby the Secretary of State may make payments to employers enabling them to retain in employment persons who might otherwise become unemployed, to take on new employees and generally to maintain or enlarge their labour force.
