Egypt has been under an almost continuous nationwide state of emergency, the last extension being April 2017 under Presidential Decree No. 157 of 2017. Under the Emergency Law (Law 162 of 1958) the police powers are extended, constitutional rights are suspended, censorship is legalised and habeas corpus is abolished. Public demonstrations and rallies are restricted. It permits indefinite detention without trial and hearings of civilians by military courts, prohibits gatherings of more than five people, and limits speech and freedom of association.
