Second Region

Rephrases the following Articles:
Article 124: Justice in Ukraine is exercised exclusively by the courts.
Article 125: Court proceedings in Ukraine are processed based on the principles of territoriality and is established by the law.
Article 126: Independence and immunity of judges are guaranteed by the Constitution and laws of Ukraine.
Article 127: Justice is exercised by judges. Justice is exercised with the participation of jury in cases provided by the law.
Article 128: Appointment of a judge for a position is exercised by the President of Ukraine, by the Suggestion of the Supreme Council of Ukraine, due to the Procedure Established by the Law.
Article 129: In the administration of justice, judges are independent and subject only to the law.
Article 130: The State ensures funding and proper conditions for the operation of courts and the activity of judges. Expenditures for the maintenance of courts are allocated separately in the State Budget of Ukraine, with the consideration of suggestions of the Supreme Court of Ukraine.
Article 131: The Supreme Council of Justice operates in Ukraine.
Article 147: The Constitutional Court of Ukraine decides on issues of conformity of laws and other legal acts with the Constitution of Ukraine and provides the official interpretation of the Constitution of Ukraine and the laws of Ukraine, also has other competencies in accordance with the current Constitution.
Article 148: The Constitutional Court of Ukraine is composed of eighteen judges of the Constitutional Court of Ukraine.
Article 149: Independence and immunity of the judges of the Constitutional Court are guaranteed by the Constitution and the laws of Ukraine.
Article 151, on the procedure of conclusions of the Constitutional Court on the conformity of international agreements with the Constitution of Ukraine;
Article 153, on the procedure of the activity of the Constitutional Court.
Also supplements the Constitution with new article 129-1 on the procedure of decision making of the Court; Article 130-1 on the self-government of judges; Article 131-1 on the activity of the Prosecutor’s Office; Article 131-2 on the advocacy; Article 148-1 on the state funding of the Constitutional Court activity; Article 149-1 on the competencies of the judge of the Constitutional Court; Article 151-1 on the constitutional appellations; Article 151-2 on the essence of the Constitutional Court decisions.
Also makes minor changes in Articles 29, 55, 59, 85, 92, 106, 110, 111, 136, 150, 152. Supplements Section XV-Transitional provisions-with new paragraph 16-1.
