In view of:
- Harmonizing Cypriot legislation with the Directive 2013/33/EU of the European Parliament and of the Council of 26 June 2013 laying down standards for the reception of applicants for international protection, as amended, with the exception of articles 9(6)-(10) and 26 thereof;
- Harmonizing Cypriot legislation with the articles 2(d), (e), (n), (q), 9(1), 12(2), 13(2)c, 24(1) and (2), 29(1), 33(1) and (2), 38(2), 45(3) and 52 of the Directive 2013/32/EU of the European Parliament and of the Council of 26 June 2013 on common procedures for granting and withdrawing international protection, as amended;
- Better harmonizing Cypriot legislation with he articles 14(1) and (4), 17(1) and 19(1) of the Directive 2011/95/EU of the European Parliament and of the Council of 13 December 2011 on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or for persons eligible for subsidiary protection, and for the content of the protection granted;
- Re-harmonizing Cypriot legislation with the articles 4(1), 10(1), 7(3) and 22 of the aforementioned Directive 2011/95/EU;
- Re-harmonising Cypriot legislation with the article 18 of the Council Directive 2001/55/EC of 20 July 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof;
- Re-harmonizing Cypriot legislation with the article 11 of the Council Directive 2003/86/EC of 22 September 2003 on the right to family reunification;
- Effectively implementing the article 27, para 3, element (a) of the Regulation (EU) N° 604/2013 of the European Parliament and of the Council of 26 June 2013 establishing the criteria and mechanisms for determining the Member State responsible for examining an application for international protection lodged in one of the Member States by a third-country national or a stateless person;
- Better implementing the basic Law on Refugees,
the present Law introduces a considerable number of amendments to the Law on Refugees (Laws of 2000 to 2014-Amendment 2). Among the amendments, article 12 of the present Law supplements the basic Law by adding, after article 9 thereof, the following new articles, amongst other: 9A on the information; 9B on the issuance of travel documents; 9D on the residence and the freedom of movement; 9E on restriction to the free residence and movement; 9H on the access of minors to training and education; 9I on the access of applicants to the labour market; 9J on the vocational training.
