This Ordinance makes two amendments to the Child Welfare Ordinance. The first provides that certain functions pertaining to child welfare be performed by a person qualified to perform such services in the United Kingdom, an Overseas Territory or a Commonwealth Country. The second introduces the ability of step-parents to obtain parental responsibility either by agreement with the biological parents of the child (parental responsibility agreement) or by Court Order. |
