Forskrift (Nr 1286 av 2009) om utlendingers adgang til riket og deres opphold her (utlendingsforskriften).
Repeals the Foreigners Ordinance of 1990 except for §172-175, §190-191, § 193-194 og § 197a on the application of § 58a of the former Foreigners Act of 1988.

Introduces 20 chapters providing rules for the application of the Immigration Act of 2008:

Chapter 1: Scope of the ordinance, exceptions, special national interests and definition of the Schengen cooperation.
Chapter 2: Required travel and identification documents for immigrants.
Chapter 3: Visa requirements and certain exceptions.
Chapter 4: Control mechanisms and registration demands when crossing the border, including specific provisions for seafarers.
Chapter 5: Expulsion.
Chapter 6: Residence permit related to work and studies, including working conditions for workers, special provisions for foreign independent business owners, scientific personnel, artists, interns or apprentices, students, charity workers, au pairs, peace corps participants, hospital patients and others.
Chapter 7: Protection of migrants, including provisions for asylum seekers and other refugees.
Chapter 8: Residence permit due to special humanitarian considerations - including for trafficked persons and minors - or due to special connection to Norway.
Chapter 9: Family reunification.
Chapter 10: General regulation of residence permits.
Chapter 11: Permanent residence permits.
Chapter 12: Travel documents for refugees and other foreigners.
Chapter 13: Designated authority in cases concerning residence permits and in cases concerning travel documents.
Chapter 14: Expulsion.
Chapter 15: Protection from expulsion.
Chapter 16: Organisation of authorities and processes, including provisions for the functions and authority of the Norwegian Immigration Appeals Board (Utlenningsnemnda).
Chapter 17: Judicial procedure and regulation of casework, including rights, fees, implementation of decisions, economic support and collaboration with UNHCR.
Chapter 18: Privacy, disclosure of information, collaboration with Eurodac and penalties.
Chapter 19: Special rules for citizens of the EEA and EFTA member states.
Chapter 20: Concluding provisions, including administrative responsibilities, entry into force, transitional measures and exceptions for seafarers.

The ordinance has 19 annexes.
