Abstract/Citation: The Charter defines the SANAD services centres, and sets its duties and functions that include providing different forms on work related issues, civil status and various work permits.

The SANAD Programme was launched in 2001, with the objectives to promote entrepreneurship and provide job opportunities to the Omani labour force, especially youth; to expand the private sector; foster the Organization plan (to provide employment for Omani nationals); and promote sustainable development.
