Implements the Social Security Institution Act No. 5502, Social Insurance and General Health Insurance Act No. 5510, Regulations on General Health Insurance Act, Official Gazette No. 26981. Provides for the aim and scope, as well as defining health services' personnel, their roles and functions, how to obtain health services, payment for health services, organisation of health reports, invoicing and financing.
