The Constitution was adopted by popular referendum on October 15, 2005. Section one deals with fundamental principles. Article one proclaims the Republic of Iraq is a "single, independent federal State with full sovereignty. Its system of government is republican and representative (parliamentary) and democratic". Islam is the official religion of the State and a fundamental source of legislation (art. 2). Section Two (arts. 14-44) provides for rights and liberties including civil and political rights as well as economic, social and cultural liberties (Chapter one). Article 14 provides that all Iraqis are equal before the law without discrimination based on gender, race, ethnicity, origin, colour, religion, creed, belief or opinion or economic and social status. Art. 16 guarantees equal opportunities for all Iraqis. Art. 22 provides that work is a right for all Iraqis and guarantees the right to form or join a professional association and union. Section Three sets out federal powers, Section Four powers of the federal government, Section Five powers of the region and Section Six the final and transitional provisions.
