Abstract/Citation: Provides that women and men shall have equal rights and that it shall be the responsibility of the State to ensure equality (new paragraph in article 10).

Makes provision for freedom of the press as well as the abolition of death penalty (art. 30, art.15, art. 17, art. 38 and art. 87).

Amends also article 90 concerning matters dealt with by international treaties.
