Second Region

Makes provision for a number of fundamental rights and freedoms. These include right to life, right to personal liberty, freedom from servitude and forced labour, freedom from cruel or degrading treatment, freedom from unreasonable searches and seizures, rights in the event of arrest, detention and charge with offence, freedom of expression, freedom of assembly, freedom of association, right to form and join trade unions and to bargain collectively, freedom of movement, freedom of religion and belief, right to secret ballot, right to privacy, right to equality before the law, right to basic education, and protection against compulsory acquisition of property. Amends Human Rights Act 1999.
