Abstract/Citation: Comprehensive legislation on higher education. Implements a number of policies set out in the Government White Paper 'The future of Higher Education', which was published on 22 January 2003. Divided into 5 parts. Part 1 (s. 1-10) makes provision for research in arts and humanities. Part 2 (s. 11-21) regulates review of student complaints. Part 3 (s. 22-41) provides for student fees and access to universities. Part 4 (s. 42-45) makes provision for student support. Part 5 (s. 46-54) contains miscellaneous provisions.
