Provides that a foreigner can be considered as undesirable if he threatens the legal system by not respecting the legal order or violating it or threatening the security of the country, by being recognised as an international criminal, by being a member of a terrorist organisation and organising the illegal entry, stay or departure of persons. Also concerns foreigners working for international humanitarian organisations.
