Second Region

Provides for employment of convicts detained in penal institutions. Applies to convicts who are serving sentences which have become final in penal institutions under the authority of the Ministry of Justice in places of employment in the public and private sectors outside those prisons. Sets forth obligation for convicts to work, with exception of remand prisoners, prisoners remanded by court decision, prisoners having received the death sentence, and convicts who have been issued a medical certificate stating that they cannot work. Establishes requirement for public institutions to employ convicts. Regulates supervision by prison personnel, payment of wages, as well as accomodation, nutrition and safety of prisoners.
