Second Region

Provides for the raising of youth and young people's squads in order to mobilize and train young human resources in various stages of their development, so that they may be capable of backing up the Iraqi armed forces whenever necessary. Establishes the Council of Youth (Futuwa) and Young People's squads for this purpose. Provides for the establishment of training centres. Governs the Council's finances and accounts.
