Second Region

Regulates the implementation of major development projects. Establishes that the Following-Up Committee for Oil Affairs and Implementation of Agreements is to have legal personality in that it may grant necessary exceptions to the law in order to facilitate the execution of a development project. Regulates that provisions stated in the labour law concerning the termination of workers' service and employment matters are to be observed. However, also establishes that the chairman of the Following-up Committee may make decisions exempting projects from some of the labour law provisions. Regulates the role of the Technical Committee for Coordinating and Studying the methods of implementation of major development projects.
