Second Region

Governs employment in the public service. Part One establishes preliminary information. Part Two regulates appointments, promotions and transfers. Establishes procedures and principles of selection once a vacancy occurs. Sets procedures for different types of appointments. Establishes principles and procedures for promotions. Regulates procedures for transfers. Part Three regulates the termination of appointments and retirement. Establishes the reasons for which an appointment may be terminated. These include disciplinary reasons, retirement, medical reasons or any other reason specified by the Public Service Commission. Establishes the retirement age at fifty-five years and the grounds for retirement. Part Four governs conduct. Establishes principles of general conduct, absence without leave and provides for disciplinary and legal proceedings. Part Five regulates discipline. Establishes disciplinary offences. Provides for disciplinary hearings and for proceedings regarding major and minor offences. Sets penalties for offences. Governs penalties for offences committed by Permanent Secretaries of ministries or departments. Part Six sets miscellaneous provisions. Provides for the protection of Public Service Commission members and for oaths of office.
