Second Region

This Decree is issued by the Amir of Kuwait and it is based on the Constitution and Act No. 29 of 1962 concerning the Officials of the Amiri Registry as amended by Act No. 5 of 1978. A Social Advancement Bureau is created to deal with the psychological and social effects that resulted from the Iraqi invasion of 1990.
