Amends subsection 26 (3) and adds subsection 26 (4) (reimbursement rules in certain cases), amends 38 (2:2) and adds two subsections (compensation for loss of revenue rules) to s. 39 of the Act No. 110 of 1996. Amends ss. 33 (2), 94 (3) and adds ss. 14 (2, 3) and 94 (4) (compensation for loss of revenue rules) of Act No. 455 of 1997.
