| Abstract/Citation: | Chapter I: General provisions. Defines, inter alia, "social welfare", "social services" and "social benefit". Chapter II: Administration of social welfare. Fixes the duties of the Ministry of Social Affairs, county governors and local governments. Chapter III: Social services. Cover, inter alia, counselling, domestic and housing services, and care and rehabilitation in social welfare institutions. Chapter IV: Social benefits. Persons whose monthly income is below the subsistence level have the right to receive subsistence benefit. Rural municipality governments and city governments may grant and pay supplementary social benefits. Chapter V: Protection of persons with special social needs. Deals with child welfare, social welfare of disabled persons, of the elderly and of persons released from penal institutions. Chapter VI: Procedure. Chapter VII: Financing of social welfare and reimbursement of social welfare expenditure. Chapter VIII: Implementing provisions. |
