Provides for the right for the disabled and the descendants of defended, the disappeared and prisoners' to be employed in the Public Service, according to the legal procedure. Concerns 10 per cent out of the total of civil service posts. Amends Act concerning defendants, disabled, disappeared, prisoners and their professional future.
