Abstract/Citation: Establishes a National Council for Occupational Qualifications, with members representing, inter alia, employers and trade unions. The Council shall set standards for occupational qualification. Also establishes Occupational Skills Assessment Boards with the function of determining professional competence according to five "levels of competence" as set out in the Regulations.
