Second Region

Part I defines racial discrimination and racial groups; racial groups are persons defined by colour, race, nationality and ethnicity. This includes persons belonging to the Irish Traveller community, but does not encompass religious or political affiliation. Part II covers discrimination in the employment field. Renders illegal discrimination based on race by employers, employment agencies, vocational training institutions, and trade unions. Exceptions are made for artistic productions and eating and drinking establishments seeking to provide a setting with "authenticity" (s. 8). Part III relates to discrimination in other fields, including education and housing. Part IV deals with other unlawful acts, including discrimination in advertisement; Part V relates to charities;, Part VI deals with exceptions to the Act arising from special needs of racial groups in regard to education, training and welfare. A Commission for Racial Equality for Northern Ireland is established in Part VII with the function of promoting racial equality and investigating reported violations. Part VIII covers enforcement of the Act and extends the jurisdiction of industrial tribunals to matters related to the Act.
